User DID document GET

Only users who registered a key have a document; otherwise `404`.

Agent DID document GET

The did:webvh document of an agent. `controller` is the DID of the twin that owns the agent. `#key-1` is the platform-held key, `#dev-N` the developer key (level 3). A deactivated or deleted agent carries `"deactivated": true`.
